Home Star Bill Passes in the House of Representatives
Home Star Energy Retrofit Act of
2010 (H.R. 5019) passed the House of Representatives on Thursday, May 6,
2010. This vote is the authorization for the bill and it must be
matched with an appropriation bill. The appropriations bill will
actually allocate the $6 billion dollars to the program. AND, the
Senate must pass their version of the Home Star bill so there is still
work to be done; however, there is much enthusiasm about the bill and
the fact that if it passes, BPI (Building Performance Institute) and
RESNET Raters will conduct the test-in and the test-out for the energy
efficiency of consumer houses.
If you have thought about becoming a BPI Building Analyst professional, your timing is perfect. Homeowners will receive incentives for retrofitting their homes and the process will be to test-in for energy deficiencies, upgrade the property and then test-out to calculate the amount of energy efficiency the seller achieved in doing the upgrades. It’s a win-win for everyone!

Home Star is a
jobs bill. The jobs that are going to be created by the passage of this
bill are going to be jobs to retrofit existing homes. There will be
incentives and rebates for property owners to do upgrades on their homes
and there will be a federal requirement to have a test-in and a
test-out (before and after) to determine the amount of energy savings
the retrofit produced. In the wording of the Home Star legislation
itself, it states that the person who is qualified to do the test-in and
test-out must be BPI certified. That’s why becoming BPI (Building
Performance Institute) Building Analyst certified can create enormous
opportunity for you. Retrofitting existing homes is NOT GOING AWAY.
There are other entities , particularly municipalities, who are looking
at the Home Performance with Energy Star contractor program and are
considering adding the requirement of BPI certification to be approved
as a Home Performance contractor.
